Reid Magney: County board priorities and size

La Crosse County supervisors will gather today at Forest Hills, not for golf, but to talk about the coming year.

Every year the board gets together for a retreat, at which members
discuss their goals and priorities. Board Chairman Steve Doyle also gives his “state of the county” speech.

The meeting starts at noon and is open to the public. For those who care about county issues, including the budget, this meeting is a great opportunity to learn about the issues in-depth and get a preview of what’s coming up.

Reducing board size

One issue the board might look at this year is its size.

I don’t think it makes sense for the 35-member board to change its size until after the 2010 census. But the census is coming up sooner than we think, and now’s a good time to start talking about the issue, especially because the La Crosse Common Council is also likely to be involved.

La Crosse County can’t realistically act alone because the 17 supervisors from the city of La Crosse share district boundaries with the La Crosse Common Council members, so the city would likely have to reduce its numbers at the same time, or voting would get very complicated. The 18 supervisors from suburban and rural areas don’t share boundaries with anyone else.

In the profile I wrote about former supervisor Jim Ehrsam last week, I didn’t have room to share his thoughts on the size of the board.

“They have to reduce the size of the board. They’re doing it all over the state,” said Ehrsam, who’s very attuned to what’s happening in other Wisconsin counties.

I was surprised to hear Ehrsam say this because he’s advocated for a larger board in the past.

Ehrsam called the county board “a great stepping stone” to higher office, citing current state Reps. Mike Huebsch, R-West Salem, and Jennifer Shilling, D-La Crosse, as examples of supervisors who have gone on to bigger and better things. By reducing the board size, there will be fewer opportunities for people to get involved, he said. However, “I don’t see any way out of it,” Ehrsam said.

When I surveyed candidates this year, I asked whether they supported cutting the size of the board in half. I asked that hoping to provoke a strong response, either for or against, and not because I necessarily favor such a reduction.

About a dozen returning and new board members who responded to the survey said they favor a significant reduction, though not necessarily by half. Seven were opposed or offered no opinion.

First off, the money actually spent on pay, benefits, and allowed expenses of county board members comes to one quarter of one percent of the entire county budget. If the board size were cut in half, it would save the average taxpayer about 15 cents a year. After ten years of those savings, the average resident could by themselves an extra cup of coffee.

Secondly, in a study by the Wisconsins Taxpayer Alliance (not a liberal research organization, not even close), the alliance concluded that larger board size directly translates to lower tax rates. Remember, the tax rate imposed by La Crosse County is the third lowest in Wisconsin. Look at your tax bill, youll notice that it is mostly the city and the school levy thats picking our pockets.

" Cutting the Board size might be a good idea financially for the County, but the problems, issues and committees are still growing. Fewer people on the board would eliminate younger voices, working people and would make it difficult for anyone to run except those who are retired and who do not maintain full time jobs. The reason Joe left office was to be with his children. In addition, I would not want to see the number of representatives from the City of La Crosse reduced. It would certainly lead to more suburban (i.e, sprawl) interests. What has stopped the 4 lane mega highway through the City has been the members on the Board from the City. "

" Jim Ehrsam is right that both the La Crosse City Council and County Board need to face reality. Boards all over WI are downsizing, in many cases in the face of citizen group pressure to go to referendum if they refuse. The last time the La Crosse County Board had a chance to downsize (after the last census) they took the bull by the horns and INCREASED to their present bloated size of 35 members.

Ridiculous! There is barely physical room for all of them much less real opportunities to make meaningful contributions. Some skip meetings,some just occupy a chair and vote either for or against the preferences of the two Steves- Doyle and O'Malley. Get with it and get your size under control. Respect the taxpayers! "

" The city reducing the council's size? You mean break up the good old network that they have created? The city council will never vote to break up their network of connections through downsizing the size. The only way possible if for the voters o force them o do so through petitions and referendums. "

" One good point, at least they are not meeting at Riverside! Secondly, Doyle tipped his hat way off his head recently for those that are paying attention. Rather than have the 'majority' elect their own Chairmans, he fought and threw his weight around so that he could still appoint them. Shameless. Democracy?, I think not. It is the Steve and Steve Show. "
