Board considers ‘green’ jail again, continues to keep its options open

The debate over how green to make La Crosse County’s jail addition has been complicated by questions about exactly how much green it will cost the taxpayers.

County supervisors voted 21-9 Thursday to put off the green decision until later this summer, when they’ll have real numbers instead of estimates.
“This lets us all live to fight another day,” said Supervisor John Medinger, referring to those who want the addition certified by the U.S. Green Building Council and those who want a paler green.

Last year the board voted unanimously in favor of a $29.5 million addition to the Courthouse and Law Enforcement Center, which includes adding more jail space as well as remodeling part of the existing jail to accommodate women inmates. There’s also a lot of administrative space, including offices for the county’s Justice Sanctions and the state’s Community Corrections Division.

Officials have been wrestling with how to keep the project within that $29.5 million budget, given rising energy and materials costs, as well as the energy efficiency features many supervisors want included.

“All this does is give you more information on the actual bid prices before you make a decision,” said County Administrator Steve O’Malley. When the bids come in, supervisors can decide which features they want to stay under $29.5 million, or whether they want to spend more, which would require a two-thirds vote.

Supervisor Bobby Erickson urged a no vote because green features weren’t included in the original plan.

Getting green bids will also cost the county $26,000 in architect fees for more detailed bidding documents, but O’Malley said the money will be included in the $29.5 million project.

In other business, the board:

- Voted overwhelmingly to give the county clerk, treasurer and register of deeds elected in November 2008 a 5 percent raise in 2009 to $60,844, followed by three percent raises in 2010, 2011 and 2012, when the pay will be $66,486. Those salaries have to be set before the election.

- Voted 17-13 to recommend the state of Wisconsin raise taxes on alcohol and use the increased revenue to offset alcohol-related health and law enforcement expenses.

Bids come in a bit high

La Crosse County officials were a little disappointed this week with the first wave of bids for preliminary work on the $29.5 million jail expansion project.

Before the main project gets bid in August, the county needs to get a few things out of the way — building a new garage and a utility island that includes a generator because they’re being displaced by the new addition.

Bids came in this week at $1.1 million, which was about $100,000 over estimates, County Administrator Steve O’Malley said. Architects and engineers will work to reduce the cost by $100,000 to stay within budget, he said.

The county had also hoped to get an early start on remodeling the existing men’s jail to make room for women inmates before the rest of the jail addition project starts. But the jail remodeling work wasn’t a big enough job to attract many competitive bids. Now that work will be included in the overall project, he said.

" Steve Gores, I'm glad that you picked up on my post! In a recent WIZM news story O'Malley slipped and said that the sheriff patrol was already $30,000 over in its fuel budget! The highway dept, as well as others , have to be similarly over budget, to a much higher degree! You can bet your behind that O,Malley will not reveal this info because it lessons his chances of miraculously finding money. In a related Trib story today however, Gov. Doyle revealed that there is $24.8 mil to be given to counties for unexpected highway costs. GUESS WHAT! "

" Stevegores, if the first bid is any indicator of how this is going to go, it will cost at least $3 million more. The million dollar bid is now $1.1 million. I wouldn't be the least bit surprised if the rest came in at 10% over estimates. When I got a construction loan to build a house, the loan officer wrote in a 10% cushion on my loan for cost over-runs. Why would this project be any different? "

" Yes Bumper that is true, but I have yet to see any details about it in print. I heard about it through someone I know personally that works for the county. Unfortunately I don't know any of the details. I'm sure there are better, more efficient ways to run that program. They can't even give you accurate statistics on how many people they monitor. I personally wonder how many people have slipped through the cracks on justice sanctions and have yet to serve justice. Eventually they all screw up and end up back in jail somehow and eventually prison. "

" Steve you have it exactly right about moving money around.......this is a stepping stone for "The Big O" so he can put a successful building project on his resume. While I think a lot of the money is coming from the employee insurance fund , which keeps rising every year, I also think "The Big O" is only thinking about one person and that is him. The worst part is the countyboard is buying it 100%. "

" Maybe I'm a bit old fashioned, but shouldn't a commitment to spend no more than $30 million on this jail project mean just that? If they add any "green initiatives", the money should be taken from somwewhere else. I forsee them explaining how this can't be done but they
(the two Steves)will move some money around to make it look it won't cost any additional tax money.

This will provide political cover for supervisors who are less than fanatical environmentalists to vote for LEEDS certification. There is no way on God's green earth that this spendthrift board(other than Bobby Erickson, Ralph Geary, Ray Ebert and a few others) will be able to say no this rather dubious idea, whatever the additional costs.
The "green jail" along with other projeced costs overruns during construction phase mean the jail will undoubtedly bust the original budget- watch for it! "

Certainly public sentiment is against any more taxation, and we don't want you to cheapen the project by using money already committed to it! Look for Doyle, Medinger, O'Malley et-al to really start to twist arms! My bet is that O'Malley will magically pull the money out of another hat, and say that will cost the taxpayers nothing. This is how the genious mind works! "

" I'm beginning to hear echoes of the 1997 jail construction project. Set the expenditure limit, bids come in high, make cuts to make budget, cut out all the wrong things to make room for the wants of the people that don't even have anything to do directly with the jail. Isn't jail space the main reason for the addition in the first place? We are quickly losing track of that. I foresee a jail addition with half of the bed space needed, nice plush offices for sanctions and probation, a whole bunch of unfinished space with no money to finish it. Is this sounding familiar?! "

Just think of how out of line the bids will be on the other $28.5 million dollars of this project. Maybe "The Big O" can sweet talk the people in this community who think our inmates are treated badly into donations. "
