Published - Wednesday, May 21, 2008 Man hit by deputy identified SPARTA, Wis. — Authorities identified Mark A. Chapin, 31, of Fort Atkinson, Wis., as the man hit Monday night by a Monroe County Sheriff’s deputy while walking on a highway, according to the Wisconsin State Patrol. Chapin was walking with his back to traffic in the southbound lane of Hwy. 27 just south of Hwy. X about 9:25 p.m. when he was struck by a Ford Crown Victoria driven by 41-year-old Deputy Fritz Degner, of Sparta, the state patrol stated. The deputy attempted to avoid the man but hit him with the side mirror. Chapin was taken to Franciscan Skemp Medical Center with non-life threatening injuries, according to the state patrol. The incident is under investigation.
