Man hit by deputy identified

SPARTA, Wis. — Authorities identified Mark A. Chapin, 31, of Fort Atkinson, Wis., as the man hit Monday night by a Monroe County Sheriff’s deputy while walking on a highway, according to the Wisconsin State Patrol.

Chapin was walking with his back to traffic in the southbound lane of Hwy. 27 just south of Hwy. X about 9:25 p.m. when he was struck by a Ford Crown Victoria driven by 41-year-old Deputy Fritz Degner, of Sparta, the state patrol stated.
The deputy attempted to avoid the man but hit him with the side mirror.

Chapin was taken to Franciscan Skemp Medical Center with non-life threatening injuries, according to the state patrol.

The incident is under investigation.

" Why is everyone hating on the cops? Sounds like this guy was walking down the middle of the road and is very fortunate to be alive? This is way different than if an officer has someone stopped along the side of the road and gets hit when he has his warning lights and etc on. This is a person (could have been a cop or the president, does not matter) who was walking down the middle of the road in the dark...LUCKY TO BE ALIVE! Lucky that the officer swerved to avoid instead of anything else that could have happened. "

" If you read the article it says he made an attempt to miss him which means he wasn't inattentively driving. Maybe the walker was inattentively walking. "

" Ladybug-Not everyone involved in an accident is ticketed for something. If the officer is not at fault he can't be ticketed for something like inattentive driving. It very well could have been the pedestrian's fault. We don't know all the facts. "
