Why the group home for jail inmates is a good idea

Residents in two neighborhoods La Crosse County officials considered for a house for recently-released female jail inmates, met with county officials Wednesday evening in what was a civil and useful meeting.

But one statement from a man who argued that the women should just remain in jail “where they belong” deserves comment and explanation. The vast majority of County Jail inmates are there for short periods of time. They eventually will be let out of jail, and will move into the community — maybe on your block.
Without some counseling or help in coping with life on the outside, however, these women might just re-offend and get back into jail. The women in this program will have offended more than once, and many will have substance abuse problems or have been abused in the past. They have a lot of issues, and need more structure and controls before they are on their own.

Representatives of two neighborhood groups told county officials they objected to having jail inmates in their neighborhoods and were concerned about security as a result.

The county had considered putting the house in the 900 block of Cameron Avenue on the South Side, but now is looking at two houses on the North Side at Kane and St. Paul streets.

The La Crosse County Human Services Board is expected to vote on the North Side site at its Aug. 12 meeting. If that body votes yes, the full County Board would vote at its Aug. 21 meeting.

If the County Board approves it, the program could begin in September. This is only a temporary location. The county is leasing two houses from the city of La Crosse for one year. The county will have a permanent site picked out and ready for use at the end of the year.

Wherever this program is located, it will serve the useful purpose of helping prepare these women for a more successful life on the outside.

County Board Chairman Steve Doyle, who attended the meeting Wednesday at the North Side Policing Center, used the example of a person with a drinking problem. In the jail, without access to alcohol, he is sober. But as soon as he gets out of jail, he finds the nearest bar and starts to drink. Rather than just allow former inmates to continue their bad habits, this program will attempt to give them the tools to change their lives.

These aren’t violent offenders, but they are multiple offenders, with lots of issues. They will be on electronic monitoring, with staff either on site or making random checks. There will be cameras monitoring the site, and men will not be allowed inside the building.

Violations can send the women back to the jail. Without getting into the neighborhood details, which will be resolved by the county with input from residents, this is a worthwhile program that will offer drug and alcohol treatment, counseling, health care, and help with parenting skills and other issues.

If we just release these multiple offenders without any structure or assistance, we’re setting them up for failure, to the detriment of themselves, their families and their children.

Rather than just warehouse repeat petty offenders and then let them into the community to fail again, this program offers intervention and structure. That’s why we need it.

" Justice Sanctions is planning on staffing this facility 8am-4pm Monday-Friday. No staff on the weekends. It's just a lawsuit waiting to happen. Some male with the same record and current crime will sue for discrimination and should win! "

" Guys, it's the COUNTY pushing this more so than the city.

Why not have Big Daddy Doyle rent this North-Side home for his parents, and then put the "women" right next door to his house where his parents live?

This would move it away from the population center, and make it easier to determine when the drug dealers are coming around.

Big Daddy Doyle won't go for this, because he doesn't want them "in his back yard."

If Doyle doesn't want these criminals in his back yard, he shouldn't put them in yours either. "

" I have an idea, what if the "group home" was rented on a year lease? Every year the group home could be moved to a different neighborhood (including next to the mayor's house) this would spread the pain around and hopefully wouldn't destroy any property values. "

" i don't know, but this whole concept sounds awfully sexist to me. do male offenders who do the same type or severity of crimes have the same options? if not, why are women treated to a different standard? i thought the whole concept of 'political correctness' was to treat all people the same, regardless of their differences. someone correct me if i'm wrong. " The perfect example is the victim impact panel for drunk drivers. They used to knock off 10 days from your OWI sentence to sit for 2 hours and listen to people whose lives changed because of drunk driving and accidents they caused or were victims of. The attendees found out that all they had to do is sign in and leave on break. Besides that, many still came back for follow on OWI's. This half-way house is no exception. "

" Drug abusers never change their behavior unless they hit rock bottom. Jail, prison, losing your family is all part of that. Cruel and harsh as it may be, it is the truth. These people are selfish, self-centered and are coddled by a system that enables them. They will not change until they stop thinking only about themselves and start thinking about how their behavior impacts their loved ones. They spend their time in jail figuring out ways to milk the system and the multitudes of programs offered to "help" them only to get out of jail earlier and go right back to it. "

" As to the predictability of Justice Sanctions programs: Does anyone remember the article done in the Tribune a few years back about a kid who turned his life around because of those programs? He has been in trouble since then for drug related crimes. He turned "snitch" and got pistol whipped within an inch of his life for his trouble. If that happens to their poster child, how successful do you think this program will be? Hey Trib, ask JS about the first candidate they had in mind for this program. While the cat is away, the mice will play! Their idea of 24 hour supervision is cameras on the doors and windows. Many of those that would qualify ARE drug users. What makes you think that this setup won't lead to them continuing the same behavior that you think they need help with? Look at your own words "They have a lot of issues, and need more structure and controls before they are on their own." How do you think this program will begin to accomplish that?

Maybe we need to put our elected leaders into a half-way house so they can be taught to think critically and not accept everything at face value! "
