"The initial work will include guardrails and cutting down brush and trees in all areas where repairs are to be made," said Tony Hutchens, assistant director of La Crosse Public Works.
Hutchens said missing pieces of pavement and lack of guardrails will make the steep road unsafe for all users. Trespassing, he added, is a violation of state law.
Construction is expected to last through mid-November.
The city council voted in February to mend crumbling and closed Bliss Road for about $1.8 million and then reaffirmed that decision in early July, despite bids coming in $250,000 over budget.
Bliss Road closed in late June 2007 and again the next month after parts of the road were undercut by erosion and water. It further deteriorated under heavy rains in August 2007 that triggered flooding throughout the region.
Portions of the bluffside road that showed signs of distress last fall settled another 8 to 10 inches during heavy spring storms. Fourteen sites now have failed.
