County Board approves women’s jail alternative

The La Crosse County Board on Thursday evening narrowly voted to establish a temporary home for women jail inmates on La Crosse’s North Side after approving a measure adding more supervision during evening and overnight hours and weekends.

The board’s 18-14 vote came after nearly two hours of heavy debate, votes on three amendments and one attempt to push the decision off until next month.
The vote brings the county one step closer to opening a facility that would house up to 10 women inmates in city-owned buildings on Kane and St. Paul streets for up to a year.

The temporary site would give the county time to find a permanent location for the facility, which would provide services designed to help the women change their behavior to avoid re-offending, said County Board Chairman Steve Doyle.

While no board members opposed the jail alternative concept, many argued it would be unsafe to place such a facility in a neighborhood near children and schools.

Some board members opined that even the increased security will do little to calm the fears of neighbors who have complained that the facility will endanger children, bring more crime into the neighborhood and reduce property values.

While Supervisor Jim Berns praised the concept and said the county has to have a successful program, he pressed the board to wait until the right location is found.

“If we find one location that is permanent and ideal, that will save us a lot of headaches and problems in the interim,” Berns said. “I see no compelling reason to support this right now, because I think (county staff) is going to find the ideal location soon.”

Doyle countered a temporary facility is needed to make sure the program is done right.

“Every time you start a new program, you learn things by doing it,” Doyle said. “I think over the course of the year, we’ll find how the permanent facility should look and how it should be run, so when we have the permanent facility it is well planned out.”

Under the proposed plan, the county would spend about $874 a month on rent and utilities at the buildings.

But the county now will have to wait for the La Crosse Common Council to act on a motion that would require its approval to use the buildings for the women’s home.

That debate is expected to come next month, which means it will be at least October before the women’s jail alternative can be in place, according to county officials.

Also Thursday, the board voted to place a health care referendum on the November ballot.

The advisory referendum would pressure the Legislature to enact health care reform by the end of 2009 that would guarantee every Wisconsin resident affordable coverage as good as what is provided to state legislators.

Several supervisors said the resolution is meaningless and will never pass the legislature. But others said it gives voters the chance to send a message to the Legislature in Madison that the state must address the health care issue.

" Well one reason there is a disparity in assessments Nestor is Wedgewood is in Shelby and not La Crosse. Another is the lot sizes are much bigger because it is hilly terrain. A third is the homes are 80-100 years newer. Of course most of the homes up there are also much larger. And none of Wedgewood is in a floodplain. "

" They are not telling the whole story. The new jail will only have 5 beds for women. The current jail has 39. The county is opening themselves up for a sexual discrimination lawsuit. What happens when a man and a woman come in on the same charge and the woman gets to go to the "house"? The guy sits in jail. This is gender bias! HELLO LAWSUIT! In fact the first meeting the majority of the neighbors in the 300sq ft radius that were notified were there except for the elderly who were unable to come because of health and the parents who work different shifts. We opposed it hands down. but the County said it's about the MONEY! So we walked away feeling upset/angry and they'll slide this through. The second meeting was a repeat, even with a petition with signatures in the area, but only two minutes to talk-we do have jobs so not all of us can go! and walked away feeling "they don't want to listen to us" Why go last night when the same thing would happen. " You might be surprised how "normal" the visitors are that come to see their family members involved in this program. Come on - everyone knows this was just a scare tactic. Research shows that most people are incarcerated because of drug and alcohol problems and for the most part they are normal people from normal families and I suspect this will be the case with the women involved here. While jail is meant as a punishment for offenders it is also an opportunity to rehabilitiate the people who are surely going to come into our community in the near future. If they don't intergrate well in this setting their chances of making it in your neighborhood are worse. Punishment balanced with compassion is the answer. "

First because La Crosse does not allow more than 5 unrelated adults living in single family houses in the City and I don't recall any multi family homes in the nieghborhoods you have cited. Secondly the cost of the homes in those neighborhoods are probably double than the cost of the home where they have looked and if they chose to purchase one of those more expensive homes I could just hear you screaming at the top of your lungs how criminals were being coddled by the county. If you can't be right could you just try to be consistent about an issue. "

I'm certain the majority of the men are in for nonviolent, relatively victim less crimes- just like the women. " Lax8751- They are able to place women in these sorts of programs because the crimes committed by women are almost unanimously non-violent. That cannot be said of men, who often times are locked up to prevent them from hurting others. In addition, if you consider the condition of the women's jail you would not state that the women are being treated better than the men. The men got a nice new jail years ago and the women were moved into the old men's jail which has absolutely abhorrent conditions. This is a necessary move until the new jail is completed. "

Go to the Internet and look up the registered sexual offenders in Lacrosse. Then get back to me. Here is what I would like to see. A mentoring program implemented for these people. Volunteers made up from the County board, TIF recipients, and City Council inviting these people and other struggling people in their homes. For dinner, talk, sharing, etc. I do it all the time, and purposely. Have for 21 years now. Without a criminal record whatsoever. It works, 'sometimes'. But it is hard to do it on a one on one basis. "

The city is still going down the landlord, developer road this time earning 874.00 a month from the county for a temporary facility!
