The report does not state what breed of dogs were involved in the claims, but I know in this office we have had claims involving a Rottweiler and a German Shepard. I was told by our city's finest once that as long as an owner can maintain control over their animal physically, then a leash is not required. Would a leash have helped those two guys? You are correct though, it is JUST A MATTER OF TIME. They're killers, not cuddlers.
