Cordial council has productive retreat

An organization not known for its efficiency, civility or shortage of hoops to jump through engaged in a lengthy self-assessment this weekend with collegiality rarely seen in regular meetings.

That organization, the La Crosse Common Council and city department heads, gathered Saturday at the La Crosse Center to catalogue strengths, weaknesses and priorities for the coming months and years.
Vows to follow through and meet again in a year aside, most senior staff and council members recognized the probability that in a year’s time things won’t change much.

“It’s nice to say we’re going to work on something, but you have to develop your policies and procedures, your mission first,” Mayor Mark Johnsrud said.

The all-day retreat did, however, provide a necessary shock to the organization, he said.

“I think the council has an action plan now,” Johnsrud said.

The city council was down a few members, including Lorraine Decker, Andrea Richmond, Tom Sweeney, Bruce Ranis and Bernie Maney.

But those present extended a refreshing level of courtesy and camaraderie, removed from the sometimes more acerbic council chambers.

“I think it’s one of the better, more civil exchanges the collective group has had in a long time,” council President Bill Harnden said after the meeting.

Under the direction of facilitator Fred Kusch, the city leaders began crafting values and mission statements to guide their behavior and work.

True to form, the group created three small committees to hammer them out and report back at the end of the month.

It was an important first step, the mayor noted.

“You have to build the house before you can buy furniture for the house,” he said.

Staff and council members proved adept at pointing out cracks in that foundation, including a cumbersome committee structure and slow processes.

Planning Director Larry Kirch suggested an executive summary with staff recommendations and fiscal notes be attached to each agenda item.

“Then you don’t have to explain legislation over and over for each committee,” Kirch said.

He also suggested striking the Committee of the Whole, which is the entire council acting as a large committee.

He favored a more effective and pared-down executive work session.

And it wouldn’t be a council session if council member Jim Bloedorn didn’t make a pitch for the city’s aging infrastructure, specifically the storm sewer system.

Those items, added Kusch, president of JFK Associates, are getting in the way of the city fulfilling its vision.

But he also asked the group “What do we have going for us?”

As a body, staff and council lauded a high level of services, excellent quality of life and good employees with a genuine concern for the community.

They listed opportunities in increasing the regional identity, rejuvenating neighborhoods and capitalizing on the resources in higher education and health care.

But those same people do not laugh when Councilman Becker fights for our taxpayer 30% matching the State of WI 70% to remove houses that have never gotten even wet? Now like I have stated before, I like and respect Councilman Becker. But I am real confused. It is almost like they want to embarrass him, and that is all it really is. How childish! " Dick Swantz made more statements than anybody else in that room besides Kusch. Kusch was a Superintendent of Schools In Illinois. Where some teachers are paid near $200k, and Supers near $400k. Also Illinois a State that way back in 2004 even had a $35 billion dollar shortfall for promised retirement benefits for State employees. Welcome, enter our system, we want to hear your opinions. NOT!!! "

" Yes, Kusch has been hired by the LaCrosse school administrators to give several back to school rabble rousers, at great expense to the conservative taxpayers whom he loathes. How much was he paid by the city for this socialist brain washing? Richmond or Bloedorn need to publically ask and see that it is listed in the monthly expense report! Not that you cant trust the finance dept, they just dont tell you all of the truth, all of the time! "

" Dear greenlite, Fred Kusch and Dick Swantz were both employed in the McHenry ILL school district. When Swantz was hired here he immeadiately brought Kusch here as his director of instruction. Supposedly ,by mutual agreement, Kusch left LAX schools for Winona because he simply could not control his budget. He wasnt there long. ?. These are two people who wanted to escape the chicago jungle because of the LAX lifestyle, and now run around trying to change the way we and our children live. Both are card carrying liberal domos. At the retreat it seemed Kusch was pushed of his order of business for a time, on the lines of Robert's Rules and running a meeting. First there was a public hearing at UWL, where pro speakers were allowed to give seemingly unlimited time to show lenghty PowerPoint programs. Contained in those large stage lit numbers numbers that the Chief and his pals threw together. Giving two minutes for a statement or rebuttal. Thankfully the Mayor soon found out that the majority of our citizens were not in favor of a City Ambulance entrance. Then we have the J&A Meeting last week. " I asked to be on a future Docket at the Public Works Board. A Board full with City "executives"? Contractually responsible for gathering/filing many documents/info for the Riverside II project. They refused to palce me on a docket for future PWB business. I had read the contract, checked the City Clerk and found mandated requirements non-existent. 'Moderator' Kusch covered this in his retreat Saturday, whether planned or not I do not know. He stated that if someone wanted to ramble on about something not on the agenda, or order of business gavel them out of order, I agreed. Although those people had a right to call and have their topic placed on an order of business at a future meting. I told him what had happened with my request, he did not think that propoer or right! "

While it seems no Councilman had seen a set of plans or contract. A project that was ramrodded through for impending LHI employee growth needs. In addition a project we were told by our own Mayor that the first floor was a Meeting Room when it was clearly marked Banquet Room, and next to a building with 700 LHI employees. None of which came to fruition or was true? There are taxpayers that would like things to slow down, rather than speed up, especially after follies/shams like these. "

Did you know that the countys exec committee can actually approve resolutions without going to the full board? " What a crock of bull! Fred Kusch is not a friend of the taxpayer.He is a lifelong colleague of big spender Dick Swantz. Larry Kirch is wannabe city administrator and an obnoioux bully. Kirch now suggests a summary of agenda items be provided with fiscal affects, be provided,prior to committee meetings. We did use this tool prior to Kirch and Medingers ascention to the throne.It was kirch himself who prepared the document and promoted its demise. Be watching the council for the behavior policies and mission statements. What a hoot! "

I also wonder if the mayor called his father in law to build the house because he isnt smart enough to put together 3 pieces of wood for a bird house.
