The rest of the Board's memebrs are pretty much hired by the Mayors "special Committee'. Now that would be the special committee that Council Richmond attempted by resolution mere weeks ago to take power from and place more back into elected officials hands. But was voted down. Try voting in people who actually listen to the public before making decisions.
