The final completion date for the Holmen Drive reconstruction project has become a moving target.

The Holmen Public Works Committee voted at its April 5 meeting to recommend the village board approve extending the completion date to Aug. 20, a change from a previous extension that had put the end date for the last day of this month.

The earlier extension was made to give the contractor time to finish landscaping along the route and complete other minor improvements. However, sections of the roadway will be repaved this summer.

At the April 9 La Crosse County Public Works and Infrastructure Committee meeting, the village and La Crosse County reached an agreement regarding repaving the sections of the highway with a washboard surface.

The 2017 highway reconstruction was a joint project between the village and La Crosse County Highway Department with the county having the responsibility to lay the asphalt.

Some of the asphalt was laid late last fall delaying the original completion date. Construction delays resulted because of unanticipated upgrades made to the village’s utility infrastructure and the discovery of sublayer defects. This meant the asphalt was applied late in the year under less than ideal conditions.

The village and county agree the total defective areas equate to 41 percent of the top two inches of the asphalt that will require replacement and that the county should cover the cost of that expense.

“The village would prefer to have 100 percent of the top two inches of the asphalt drive lanes milled and replaced for better overall aesthetics and long-term maintenance, even though the areas above and beyond 41 percent are not technically defective,” said Holmen Village Administrator Scott Heinig. “The village and county agree that the non-damaged areas, areas over 41 percent, should be at the village’s expense.”

According to Heinig, the county did not anticipate returning to complete the additional work and the fact that the village preference is to mill and replace 100 percent of the drive lanes makes the project much larger in scope.

“It would be easier for the village to contract privately, and the county will simply reimburse the village for the sections that were defective,” said Heinig. “The anticipated cost to replace the defective areas is $148,155. The cost includes the county’s share for repainting the drive lanes. The village’s anticipated cost to improve the road for better aesthetics and long-term maintenance is approximately $215,000, which is approximately 3 percent of the entire project.”

In addition to repaving the sections of Holmen Drive, other finishing touches will have to be made.

“The (time) extension includes repaving and repainting and manhole adjustments,” said Holmen Public Works Director Dean Olson.

Street reconstruction change order

The Holmen Public Works Committee also voted to recommend an additional $8,559. be paid to Gerke Excavating Inc. for services it was asked to do on other street reconstruction beyond what the company was originally contracted to perform.

“This (addition costs) is for extra work I had them do,” said Olson. “We had to stabilize the road bed on Junes Lane and had to put in double inlets on North Star and Amy Drive.”

Along with the work on Junes Lane, the change order will reimburse Gerke for replacing a water valve box at the street’s intersection with Duffs Lane and the installation of storm sewer inlets on Amy Drive.
