The following people appeared in La Crosse County Circuit Court:


Sandra Kauphusman, 52, of Winona, Minn., was charged Thursday as a fugitive. Kauphusman is wanted in Winona County for failing to appear in court, according to the complaint.

Torrence Chester Jr., 27, of La Crosse was charged Thursday as a fugitive. Chester is wanted in Houston County, Minn., for failing to appear in court, according to the complaint.

Kong Yang, 20, no permanent address, was charged Thursday operating a motor vehicle without the owner’s consent. Yang stole a car Wednesday on La Crosse’s North Side, according to the complaint.

Alvin Franklin, 38, of Rochester, Minn., was charged Thursday with felony bail jumping as a repeat offender. Franklin violated a no-contact condition of his bond in August, according to the complaint.

Robert Wilson, 24, of 831 George St. was Thursday with strangulation, misdemeanor battery and disorderly conduct, all as domestic abuse offenses. Wilson strangled and kicked a woman on Jan. 17, according to the complaint.

Montrell Elmore, 37, of 723 George St., No. 2, was charged Thursday with false imprisonment, misdemeanor battery and disorderly conduct. Elmore hit a woman and put his knee on her chest and neck on Friday, according to the complaint.

Gregory Sovinski, 26, of 1025 Liberty St. was charged Thursday with three counts of operating a motor vehicle without the owner’s consent, felony bail jumping and misdemeanor theft. Sovinski stole a car on Jan. 25, Jan. 27 and Monday, according to the complaint.
