The following people appeared in La Crosse County Circuit Court:
Robert Wynkoop, 26, of 1025 Liberty St., No. 708, was charged Thursday as a fugitive. Wynkoop is wanted in Page County, Va., for a probation violation, according to the complaint.
Bernard Moore Jr., 43, of 432 Rose St., No. 8, was charged Thursday with heroin delivery, maintaining a drug trafficking place, misdemeanor bail jumping, and possession of THC and drug paraphernalia, all as a repeat offender. Moore sold 2.7 grams of heroin on Oct. 9 and had marijuana and pipes in his house, according to the complaint.
Dominic Labellarte, 19, of 1725 State St. was charged Thursday with resisting an officer causing a soft tissue injury. Labellarte resisting arrest on Sept. 15 and caused the officer to suffer torn cartilage in her shoulder, according to the complaint.
Julia Lloyd, 34, no permanent address, was charged Thursday with two counts of possession of narcotic drugs, obstructing an officer, felony bail jumping and possession of methamphetamine, an illegally obtained prescription and drug paraphernalia. Lloyd lied to police about her name and had 8.1 grams of meth, 0.4 grams of heroin, prescription pills and pipes on Wednesday, according to the complaint.
Rashad Parks, 27, of 3470 S. East Ave., was charged Thursday with strangulation, misdemeanor battery and two counts of felony bail jumping. Parks hit and strangled a woman on July 17 and violated his bond Wednesday by drinking alcohol, according to the complaint.
