STATE OF WISCONSIN DEPARTMENT OF NATURAL RESOURCES PUBLIC NOTICE OF INTENT TO MODIFY A WISCONSIN POLLUTANT DISCHARGE ELIMINATION SYSTEM (WPDES) PERMIT No.WI-0058891-05-1 FOR THE COMPLETE PUBLIC NOTICE AND DETAILS GO TO THE WEB LINK: Permittee: A1 Advanced Pumping Service Inc, N4314 CTH M, WEST SALEM, WI, 54669 Facility Where Discharge Occurs: A1 Advanced Pumping Service Inc, N4314 CTH M, West Salem, WI Receiving Water And Location: the groundwaters of the Lower La Crosse River Watershed, located in the Bad Axe-La Crosse Rivers Basin in La Crosse County Brief Facility Description: A-1 Advanced Pumping Service is a septage hauling company storing 2,324,000 gallons of combined wastewater consisting of municipal sludge, private septic system waste, lime slurry from Dairyland Power (used for odor treatment of the mixed wastes in the tanks), dairy wastewater including antibiotic milk, oven wash & whey and occasionally manure. The facility hauls and landspreads the waste on Department approved sites. During the last permit term two new storage tanks were added; waste landspread from the new tanks will be tracked at Outfall 002 and Outfall 003. New standard language has been added to the permit that specifically applies to contract haulers and haulers with storage structures. Also included in this permit are dedicated influent sample points for every incoming waste stream. A compliance schedule has been included in the permit that requires the permittee to submit an updated land management plan. PCB monitoring has been removed but monitoring for COD, pH and chlorides has been added as a monitoring requirement prior to landspreading. The monitoring frequency required of the wastestreams from the storage tanks has been increased. Also, because the permittee accepts municipal, industrial and septage wastestreams, additional monitoring requirements and standard language has been included in the permit per ch. NR 113, 204 and 214 Wis. Adm. Code. Proposed Modification: Outfall 004 has been added to the permit to allow for storage and tracking of wastewater at the new "Wehrs" storage pit. Influent sample points 731-734 were added to the permit also. These influent sources were already approved by the Department and A-1 has been accepting waste from these sources. (A permit modification is not necessary to approve these new influent sources.) Because the permit is being modified to add in the new storage pit (Outfall 004), the already-approved influent sample points have been added to the permit to more accurately describe the waste-streams A-1 is currently accepting/hauling and landspreading. A requirement that the permittee submit an updated land application management plan is also included in the permit. Persons wishing to comment on or object to the proposed permit action, or to request a public hearing, may write to the Department of Natural Resources at the permit drafter's address. All comments or suggestions received no later than 30 days after the publication date of this public notice will be considered along with other information on file in making a final decision regarding the permit. Anyone providing comments in response to this public notice will receive a notification of the Department's final decision when the permit is issued. The Department may schedule a public informational hearing if requested by any person and shall schedule an informational hearing if a petition requesting a hearing is received from 5 or more persons or if response to this notice indicates significant public interest pursuant to s. 283.49, Stats.
