An accused drug user remains jailed after begging not to be released Wednesday in La Crosse County Circuit Court.
Preston Allen, 53, of 851 Fifth St. S., was charged with felony bail jumping after failing to comply with orders he remain under house arrest, according to the complaint. While appearing before Circuit Court Judge Scott Horne, Allen started to sob, asking the judge to keep him locked up for his own protection.
“Don’t let me out of this jail; he’ll kill me. Don’t let me out of here,” Allen pleaded.
Allen was released Sept. 4, posting a $500 cash bond after he was charged Aug. 7 with possession with intent to deliver heroin, possession of a firearm by a felon, possession of methamphetamine and possession of drug paraphernalia. As a condition of his release, Allen agreed to house arrest with GPS monitoring.
According to the complaint, Allen was found walking around the intersection of Sixth and Ferry streets about 8 pm. Tuesday in violation of his bond. He was taken into custody without incident.
“That’s an unusual request,” Horne said.
However, Horne granted Allen’s request, ordering a $1,000 cash bond.
Attorney Thomas Huh, who was standing in for Allen’s attorney Thomas Rhodes, questioned whether Allen was mentally competent to stand trial.
“I would raise the issue of competency at this point, judge,” Huh said.
However, Allen insisted, ““There’s nothing wrong with me.”
Horne ordered a competency evaluation by the Wisconsin Forensic Unit.
Frank Y. Vang, 37, of 223 N. Eighth St., was charged Sept. 18 with burglary of a building or dwelling. Vang is accused of breaking into an apartment in South La Crosse and taking two speakers and a necklace, according to the complaint.

Diontae D. Booth, 22, of 709 S. Seventh St., was charged Sept. 17 with disorderly conduct, criminal trespass, obstructing an officer and two counts of felony bail jumping as a repeat offender. Booth, who was supposed to be under house arrest, was arrested Saturday after a report of a stolen bike on the UW-La Crosse campus. He was seen riding a bike and fled from officers, later found hiding in crawlspace in a house on La Crosse Street, according to the complaint.

Forrest R. Lee Knutson, 23, no permanent address, was charged Sept. 17 with possession of methamphetamine, possession of THC, possession of drug paraphernalia and obstructing an officer, all as a repeat offender. Knutson was arrested Friday after he fled on a bicycle when police tried to arrest him on a warrant and found a backpack he was carrying contained meth, marijuana and drug paraphernalia, according to the complaint.

Dylan R. Walters, 17, a prisoner in the La Crosse County Juvenile Detention Center, was charged Sept. 17 with battery by a prisoner, a felony. Walters was arrested Sept. 9 after he attacked a fellow prisoner in the gym at the JDC, according to the complaint.

Jessica Marie Brady, 30, of Onalaska, was charged Sept. 14 with the physical abuse of a child. Officers responded to Vernon Memorial Hospital after receiving calls about a child who appeared to have a cigarette burn on his knee and scrapes on his arms and abdomen. Brady was soon implicated in interviews and medical analysis, authorities said.

David E. Davis, 38, of 1647 Denton St., was charged Sept. 14 with second-degree sexual assault. On July 28, Davis attempted to have sex with a woman after a night at the bars. The woman later told police that she was so drunk, the room was spinning. She also said that she told Davis repeatedly to stop, and that she never consented to sex. Davis, who has been charged with rape and battery in the past, proceeded to sexually assault the woman, according to the complaint.

Josey Amann, 27, of 804 Cass St., was charged Sept. 7 with six counts of domestic abuse. Amann kicked, pushed and strangled his 18 year old girlfriend on Aug. 26, according to the complaint.
Kee Yang, 29, of 1102 Fifth Ave. S., was charged Sept. 7 with possession of methamphetamine. Yang was found with a gem bag with 2.3 grams of methamphetamine in his wallet and drug paraphernalia in his bag during a traffic stop Sept. 6, according to the complaint.

John D. English, 31, of 1949 Terrace St., was charged Sept. 6 with the repeated sexual assault of a child. The alleged 13-year-old victim told family members that he had molested her throughout her childhood, sometimes while the two were playing games. He also forced her to watch porn with him, according to the criminal complaint.
