Many tri-state residents in the La Crosse region like me are so very happy that the La Crosse City Council passed Resolution 19-0471 on Thursday, July 11 which said: "NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of La Crosse that it adopts the following sustainability goals: 1) Achieve municipality and community carbon neutrality by 2050 with incremental drawdown targets of 5% by 2020, 20% by 2025, 30% by 2030, 45% by 2035, 60% by 2040, 80% by 2045, and 100% by 2050. 2) Obtain 100% renewable energy by 2050 for the municipality and city, utilizing all available economic incentives and technical assistance." Thank you, La Crosse City Council, the Sustainable La Crosse Commission, Coulee Region Sierra Club, and all the other organizations and supporters who worked on and/or supported the resolution. Now that the goals in place, we look forward to all the new beneficial laws and policies that will help them be achieved and often surpassed by the target dates. There's no limit on what can be achieved when we all work together!

"The council committed Thursday to an incremental drawdown of carbon usage with targets of going down 5% by 2020, 20% by 2025, 30% by 2030, 45% by 2035, 60% by 2040, 80% by 2045 and 100% by 2050, to be completely carbon neutral. It will use the 2015 greenhouse gas levels as a baseline." That paragraph is unintelligible.

The fact that you can't get through this sentence really helps to explain your post history. Lack of education.
