On December 5, the Assembly Committee on Judiciary held a public hearing on Assembly Bills 608, 609 and 610 relating to bail, pretrial detention and pretrial risk assessment. Rep. Cindi Duchow (R-Town of Delafield), had reintroduced these bills from the 2018 Legislative Council Study Committee on Bail and Conditions of Pretrial Release. Joining her in testimony was retired judge Hon. Jeffrey Kremers, who has been working issues related to bail modification and pretrial detention for the past decade. Kremers highlighted that Wisconsin's law says that, "the money side of the release determination is only to be used to assure appearance." However, Kremers admitted that he and judges all over the state violate that more often than not. In citing national research, Kremers emphasized that, "money does not improve public safety." To combat this problem, he encouraged the Legislature to provide a "preventative detention tool" for the criminal justice system.
