Two Fennimore residents were referred to the Monroe County District Attorney for their roles in an alleged sexual assault of a 12-year-old girl in a Tomah motel. Fennimore police arrested Andy G. Rupp, 36, and Heather M. Manning, 37, in Fennimore Oct. 2, 2016. According to the report, the two were complicit in multiple assaults of the girl in Fennimore and Tomah. The report says the girl told police she was first sexually assaulted by Rupp in Tomah Sept. 1, 2016, and that Rupp, Manning and the girl checked into a Tomah motel Sept. 5, 2016, for four days. During that time, Rupp allegedly assaulted the girl and Rupp and Manning had sexual intercourse in the girl’s presence. During an Aug. 27 interview with authorities, the girl said Rupp sexually penetrated her, forced her to bathe with him and sleep with him. She also said Manning forced her to watch Rupp and Manning have sex and shower together.Rupp was referred for sexual assault of a girl under 13 years old. Both Rupp and Manning were referred for exposing a child to sexual activity.
